HealthStream Medicare was born out of a deep concern for Nigeria’s alarming health indices. Maternal and infant mortality rates remain unacceptably high, with women still dying during childbirth and children under five succumbing to preventable conditions like diarrheal diseases, malaria, and respiratory tract infections.

Registered with the Federal Ministry of Health as a public health implementing partner, HealthStream operates nationally from its headquarters in Port Harcourt. Professor Daprim Ogaji
Professor Daprim Ogaji
Professor Daprim Ogaji is a distinguished expert in Health Systems and Public Health. A former Head of both the Department of Community Medicine at the University of Port Harcourt Teaching Hospital and the Department of Preventive and Social Medicine at the University, his research focuses on healthcare quality improvement, access, efficiency, equity, patient experience, human resources for health, and long-term condition management. His expertise spans quantitative research, evidence synthesis, health systems evaluation, and field trials.
For nearly two decades, he has trained health professionals, led the development of 16 postgraduate programs, and established the UNIPORT School of Public Health and the World Bank-funded ACE-PUTOR. These institutions are recognized members of the Association of Schools of Public Health in Africa. He is also a Senate member at the University of Port Harcourt and holds key roles on various boards, including the Centre for Medical Research and Training.
In addition to his academic leadership, he is the Editor-in-Chief of the Nigerian Health Journal and serves on the editorial board of the Patient Experience Journal. His prolific grant portfolio includes a $6 million World Bank/FGN grant for ACE-PUTOR, among others. He has held significant roles, such as Chief Physician to the Governor of Bayelsa State and consultant to various health and governmental organizations, contributing to public health advancements at national and international levels.
Dr. Aloni Adolphus Alali
Dr. Aloni Adolphus Alali
Dr. Aloni Adolphus Alali is a Consultant Public Health Physician with a distinguished career in public health and health management. He earned his MBBS from Ahmadu Bello University, an MSc in Health Management from the University of Port Harcourt Business School, and is a Fellow of the West African College of Physicians. His commitment to ongoing professional development is reflected in multiple certifications from the University of Washington in project management, monitoring and evaluation, implementation science and health economics.
Dr Aloni has played a pivotal role in health system development and universal health coverage initiatives, particularly in addressing healthcare accessibility in informal sectors. He also serves on key committees in the Association of Public Health Physicians (APHPN), Rivers State and the Nigerian Medical Association (NMA). His research has been widely published, with notable contributions to COVID-19 epidemiology and clinical management, health insurance, and public health behaviours in peer-reviewed journals.
Dr. Aloni’s commitment to healthcare excellence has been recognized through awards, including the Outstanding Leader Award from the Nigerian Conference of Christian Medical and Dental Students and the Research Achievement Award from the Association of Resident Doctors. Active in professional organizations such as the Nigerian Medical Association, Association of Public Health Physicians and the Medical and Dental Consultants Association of Nigeria, he continues to influence public health practice in Nigeria, championing affordable healthcare, access to care and health system reform.
Barr. Kemjika Chichezom Igwe
Barr. Kemjika Chichezom Igwe
Barr. Kemjika Chichezom Igwe comes with over six years of robust experience as a legal practitioner and corporate advisor, skillfully bridging legal and corporate governance advisory for diverse corporate clients—a First-Class graduate from the Nigerian Law School, Barr. Kemjika is known for his deep understanding of complex legal issues, particularly around corporate governance, tax compliance, regulatory mandates, and optimization strategies. His career reflects versatility, dedication, and a pragmatic approach, consistently achieving results across high-stakes projects.
Outside his primary role, Barr. Kemjika actively mentors young legal professionals and advises Stars 2012 as a volunteer legal advisor, demonstrating his commitment to community service. His core competencies include corporate advisory, legal writing, regulatory compliance, and data protection, reinforced by his affiliation with the Nigerian Bar Association and the World Intellectual Property Organization. His achievements include multiple awards for legal excellence, leadership, and participation in high-profile moot court competitions.
Dr. Sarah Tonye Abere
Dr. Sarah Tonye Abere
Dr. Sarah Tonye Abere is a distinguished Nigerian gastroenterologist and hepatologist currently working in the Gastroenterology Unit of the Department of Internal Medicine. With an academic background that includes an MSc in Gastroenterology and Hepatology from the University of South Wales, she is also a Fellow of both the American Gastroenterology Association and the Medical College of Physicians in Nigeria.
Dr. Abere’s career is marked by her dedication to advancing healthcare in Nigeria, with a focus on liver disease and viral hepatitis. She has served in various leadership roles, including as Acting Head of the Internal Medicine Department at Pamo University of Medical Sciences and as the State Focal Person for Viral Hepatitis in Rivers State’s Ministry of Health. She also leads the Advanced HIV Disease Care Team at the Rivers State University Teaching Hospital (RSUTH) and is a consultant physician there.
Her professional achievements include numerous certifications in upper GI endoscopy and healthcare leadership, along with extensive research contributions. Dr. Abere has co-authored numerous publications on topics such as non-alcoholic fatty liver disease, hepatitis, and gastrointestinal disorders, reflecting her commitment to clinical research and evidence-based medicine. She actively participates in conferences worldwide and has received several awards, including the Society of Gastroenterology and Hepatology in Nigeria Award of Excellence in 2023. Dr. Abere remains engaged in research collaborations aimed at improving patient care and outcomes in gastroenterology and hepatology across Africa.
Margaret Aloni Alali
Margaret Aloni Alali
Margaret Aloni Alali, a dedicated healthcare finance professional with over a decade of experience, specialises in managed care and health insurance services. With a Master’s in Public Health from the University of Port Harcourt and a B.Sc. in Human Physiology from Ahmadu Bello University, she excels in client relations, business development, and claims management at Venus Medicare Limited, where she manages partnerships and ensures client retention. She is skilled in shareholder management, planning, and gap analysis and is proficient in Microsoft Office, Trello, Figma, and Draw.io. Her career includes roles as a peer educator for UNICEF, a counsellor for the Defense Headquarters Medical Centre, and a teacher. Margaret holds numerous certifications in business analysis, project management, health leadership, and data analysis. Fluent in English, Igbo, and Hausa, she values work ethics, collaboration, and continuous learning, and she enjoys reading, meeting new people, and listening to inspirational music.
Dr. Timothy Okah
Dr Timothy Okah
Dr Timothy has over 15 years of medical experience, with expertise that spans clinical care, facility administration, and medical education. As Principal Medical Officer at Rivers State University Teaching Hospital, he supervised daily operations, coordinated health programs, delivered patient care, and mentored students. Previous roles include medical officer positions at East Land and First Dominion Mandate Specialist Hospitals, focusing on emergency care and patient management. His foundation in medicine was built during a Housemanship at the University of Port Harcourt Teaching Hospital. Educational achievements include an MBBS (2007) and ongoing MSc in Pharmacology, complemented by secondary and primary certifications.
Joshua Ifere
Joshua Ifere
Joshua Ifere is a skilled public health professional based in Port Harcourt, Nigeria, with a strong background in research, data analysis, and program monitoring and evaluation (M&E). He holds a Master of Science in Public Health from the University of Port Harcourt, specializing in Epidemiology, Biostatistics, and Neglected Tropical Diseases. Joshua is also certified in Google Data Analytics, with expertise in business analytics, SQL, and data visualization.
His experience includes working on the IVON PP IS Study, a national study focused on treatments for postpartum anaemia.
Joshua’s technical skills encompass SPSS, Microsoft Power BI, Excel, and virtual meeting platforms like Zoom and Google Meet. He has conducted extensive field research, including managing a Coverage Evaluation Survey, where his team completed 765 household interviews. His dedication to data-driven insights and community engagement underscores his commitment to advancing public health initiatives.
